Cost of Buying Property in Turkey: Taxes, Fees and Ongoing Expenses

Title deed fees, legal and technical checks, VAT, insurance, banking and management charges: how to budget the full cost of buying property in Turkey.

The cost of buying property in Turkey is not one universal percentage added to the listing price. A reliable budget separates the purchase price, official charges, professional and document costs, banking, insurance, handover payments and the recurring costs of ownership.

What Costs Should a Buyer Budget For?

  • The property price: the amount and currency agreed with the seller.
  • Official transaction charges: title deed fees, applicable taxes and administrative service charges.
  • Professional and document costs: independent legal and technical review, valuation where required, translation, notarisation and powers of attorney.
  • Completion and handover costs: insurance, utilities, management registration, initial service payments and documented work.
  • Ongoing ownership costs: local property tax, management charges, insurance, maintenance, utilities and property management.

A completed resale apartment, an off-plan residence, a private villa and a branded residence can have very different cost structures, so do not apply one advertised percentage to every purchase.

Title Deed Fee: Check the Current Rate and Declared Value

The title deed fee is the central official cost at transfer. At the source-review date, public guidance from Turkey's Revenue Administration stated that the fee is charged at 20 per thousand (2%) to the buyer and separately at 20 per thousand to the seller, based on the declared actual transfer value, provided it is not lower than the applicable property-tax value. Confirm the rate and calculation basis again for your transaction date with the Revenue Administration and the land registry office.

Legal liability and the way the parties negotiate who pays are separate questions; the purchase agreement should state clearly which party funds each amount. Do not accept a lower declared price because an older online guide describes under-declaration as common practice. Have the declared value and payment records reviewed by an independent adviser.

Title Deed Fee Calculation Checklist

Ask for the official payment reference and receipt, and keep it with the title deed and transaction file.

Administrative and Land Registry Service Charges

The land registry process may include an administrative or revolving-fund service charge in addition to the title deed fee. The amount depends on the current tariff and transaction, so it should appear as its own dated line item rather than inside an unexplained package price.

The Republic of Türkiye Investment Office explains that ownership is acquired through registration at the land registry directorate and that preliminary agreements do not themselves transfer title. Its property acquisition guide lists documents that may be relevant to a foreign buyer, including identity and representation documents, municipal value information, compulsory earthquake insurance and an interpreter where a party does not speak Turkish.

Valuation, Translation, Notary and Power of Attorney Costs

Document costs depend on the buyer, the property and how the transaction is completed. Ask which documents are legally required, which are requested for risk review and which are optional.

Valuation

Clarify whether a formal valuation is required for the transfer, financing or a citizenship application, and who appoints the authorised professional. A valuation does not replace checks on title, planning status, physical condition, service charges or commercial terms.

Translation and Certified Interpretation

A foreign-language passport, power of attorney or other document may need translation, notarisation, consular certification or an apostille, depending on the document and country of issue. The official acquisition guide also identifies a certified interpreter as a land registry requirement when a party does not speak Turkish. Get a document list before arranging translations to avoid duplicated work.

Power of Attorney

A transaction-specific power of attorney can allow a representative to complete defined steps, but its wording and certification matter. Ask for a written fee separating drafting, translation, notarisation, consular work, courier costs and the representative's professional service.

Legal and technical checks are professional services, not a fixed government percentage. Agree their scope before the review begins:

  • Confirm the registered owner and authority to sell.
  • Check mortgages, liens, annotations, restrictions and relevant rights.
  • Match the marketed home to the parcel, building and independent section.
  • Review the proposed agreement, payment stages and deposit conditions.
  • Check the approved use and available planning and occupancy information.
  • Reconcile the plan with the existing layout and clarify net and gross area.
  • Review building condition, alterations and earthquake-related questions with a qualified technical professional.

Ask whether the quote includes written findings, contract review, completion attendance, follow-up questions and tax. Compare scope, not just price.

Agency and Property Advisory Fees

Do not assume the same buyer fee applies to every listing. Before viewing or reserving a home, ask in writing who represents whom, what service is provided, when a fee becomes payable, whether tax is included and whether another party is also paying a commission. The property price, agency fee and after-sales services should be shown separately. If TFF quotes an advisory or agency fee for a particular transaction, the amount and payment event should be confirmed in writing rather than inferred from this general guide; see our services and fees.

Does VAT Apply to the Purchase?

VAT treatment can depend on the seller, whether the transaction is a qualifying first delivery, the nature of the property, the buyer's status and the conditions of any exemption. A foreign passport alone does not make a purchase VAT-free. Before signing, obtain a written tax analysis that answers:

  • Is VAT included in the advertised or negotiated price?
  • Who will issue the invoice?
  • Which rate and tax basis are being applied?
  • If an exemption is proposed, which conditions and evidence are required?
  • Could a holding period, payment route or later sale affect the exemption?
  • What happens if the buyer does not satisfy every condition?

Insurance and Completion Costs

The official acquisition guide lists compulsory earthquake insurance (DASK) among the land registry documents for buildings. Confirm the policy details and current premium for the named property before completion. DASK is not comprehensive home insurance: discuss building, contents, liability, water damage, theft and property-specific risks with a qualified insurance professional. A managed development may insure common areas separately; ask for evidence of that cover.

Other handover costs may include utility deposits, connection or transfer charges, management registration, initial common-expense payments, access arrangements and agreed furnishing or remedial work. Record each item, recipient, due date and refund status.

Banking, Currency and Payment Costs

International buyers can face bank transfer fees, intermediary bank charges, currency conversion spreads and timing risk between agreeing a price and paying. A low advertised transfer fee does not show the full cost if the exchange rate is less favourable.

  • Record the agreed price currency and the currency of each payment.
  • Request written bank charges and an indicative exchange rate.
  • Confirm the recipient account independently before sending funds.
  • Identify who bears intermediary and receiving-bank charges.
  • Keep bank receipts and match each payment to the contract.
  • Allow for processing time without paying earlier than the agreed safeguards require.

Management Charges and Shared Services

Apartments and managed residences usually have regular common-expense charges, often called aidat. The headline figure does not show what is included, how it is calculated or whether major works and reserve-fund contributions are extra. Ask for the current schedule for the exact unit, recent management decisions, outstanding balances and planned expenditure.

In a branded residence, separate recurring charges from optional hotel-style services such as housekeeping, concierge, valet, transport, food and beverage or rental management. A private villa may have no conventional charge, but the owner may directly bear higher costs for the pool, garden, security, private road, generator, water systems and seasonal preparation.

Ongoing Ownership Costs

Calculate at least one full year of ownership costs before comparing two properties:

Local property taxConfirm the assessed value, category, municipality and payment calendar.
Management chargesUse the named unit's current schedule, not a project average.
InsuranceInclude compulsory and appropriate additional cover.
UtilitiesEstimate occupied and vacant periods separately.
Routine maintenanceAllow for servicing, repairs and replacement cycles.
Pool and gardenIdentify year-round labour, water, equipment and seasonal work.
Overseas-owner supportInspections, key holding, bill administration and emergency access if required.
Rental compliance and taxTake advice on the intended rental model before relying on projected income.

Costs When You Later Sell

A later sale may involve agency and legal services, title deed charges, tax analysis, mortgage or annotation releases, document updates, repairs, staging and currency transfer costs. Tax treatment depends on the owner, acquisition date, use, gain calculation and the rules in force at sale, so ask a qualified tax adviser to model your likely exit.

How to Build a Dated Cost Schedule

For every line item, record the amount or calculation method, currency, source, responsible party, tax treatment, due date, recipient, refund status and date last confirmed. Mark unknown amounts as pending rather than filling them with an estimate presented as fact.

Frequently Asked Questions

Is there one fixed percentage for all property-buying costs in Turkey?

No. The title deed fee has an official calculation, but legal, technical, translation, banking, insurance, agency, management and property-specific costs vary. Request a dated schedule for the exact transaction.

How much is the title deed fee?

At the 9 September 2026 source review, Revenue Administration guidance stated 2% for the buyer and separately 2% for the seller on the declared actual transfer value, subject to the applicable minimum value rule. Confirm the rate again on the transaction date.

Should the declared title deed value be lower than the real price?

Do not rely on advice encouraging under-declaration. Official guidance refers to the actual transfer value and the applicable property-tax value rule. Ask an independent lawyer or tax adviser to confirm the correct declaration and keep the payment records.

Is VAT always payable when a foreigner buys property?

No single answer applies to every purchase. VAT depends on the transaction, seller, property and the buyer's eligibility for any exemption. Confirm the invoice and tax treatment in writing before signing.

Does DASK cover every risk to the home?

No. Compulsory earthquake insurance has a defined scope. Discuss additional building, contents and liability cover with a qualified insurer.
